Don't forget, a certain proportion of these kids have been excluded from school, don't have a secure home life and quite possibly are looking for the regimen of routine that prison offers - a place where they 'fit in'. I'm playing devil's advocate a bit here but the main problem is that there is a broken and criminalised group of kids out there that need proper help and structure before they get completely sucked into the vortex of crime forever.
